Equestrian Center and Parking Garage

The Equestrian Center and Parking Garage project includes an equestrian facility that contains both enclosed and covered open-air facilities. The enclosed facilities include an event arena, show arena, horse barn, and warm-up paddocks. The open-air facilities include covered warm-up areas. There is also a partially below-grade parking garage beneath the Equestrian Center. This parking garage will be accessible for the entire campus.

The Equestrian Center and Parking Garage are creating a place that honors our past for future generations, which is important to the local community. The project will house historic elements from throughout the campus. The design has the flexibility to host regional and national equestrian events of various disciplines throughout the year.

The Whiting-Turner Contracting Company will manage the construction of the Equestrian Center and Parking Garage project.

Workforce Development

In conjunction with the Mayor’s Office of the National Western Center – Whiting-Turner has committed to developing and implementing a Workforce Pilot Program for the Equestrian Center and Parking Garage project, with the intent that it will help increase outreach, provide training, create job opportunities and provide employment opportunities for those in economically disadvantaged areas and populations. In addition, Whiting-Turner has also committed to addressing shortages in qualified construction workers by increasing the number of apprentices.

Project Workforce Requirements  

Project Overall Apprenticeship Requirement: Fifteen percent (15%) of Construction Hours will be performed by apprentices in registered apprenticeship programs*.

*A Registered Apprenticeship Program (RAP) is a proven model of apprenticeship that has been validated by the U.S. Department of Labor or a State Apprenticeship Agency.

Targeted Category Requirement: Twenty-five percent (25%) of the overall apprenticeship requirement of work performed by Colorado residents will be performed by apprentices in registered apprenticeship programs who reside in Targeted Areas or that are from Targeted Populations.

First Year Apprentice Requirement:  Twenty-five percent (25%) of the overall apprenticeship requirement will be performed by first-year apprentices in registered apprenticeship programs.*

WORKNOW

The City is currently working with a workforce platform, called WORKNOW. Selected subcontractors shall utilize the WORKNOW platform and coordinate its workforce efforts with any supporting program or resource as applicable. All subcontractors’ strategies must be compatible with the City’s WORKNOW platform and must be adaptable over time to adjust to changing labor market conditions.
