DESCRIPTION:The City and County of Denver’s Performance Based Infrastructure Office (PBI)\, in cooperation with\nGlobeville and Elyria-Swansea (GES) residents\, community leaders and greater Denver neighbors\, will\nbegin the public review process of the equity package for the Triangle project at National Western\nCenter (NWC) on May 6\, 2020. \nAt the May 6 meeting\, the PBI Office will provide an overview of the Triangle project\, and work with\nresidents to review the process for the remainder of the meetings\, which are scheduled to continue\nthrough June 2020.\nWHAT: Triangle project at NWC Equity Package: Public Review Introduction Meeting\nWHEN: Wednesday May 6\, 5:30 – 7:30 p.m.\nWHERE: Online via Zoom\, please register in advance for this meeting by clicking here or visiting\nbit.ly/triangle-nwc. After registering\, you will receive a confirmation email containing information about\njoining the meeting. \nAbout the Equity Package\nThe “equity package\,” also known as Schedule 20 of the Triangle project draft request for proposal\n(RFP)\, is a series of provisions that can directly benefit the local community. The equity package\ncurrently includes requirements for affordable housing\, small\, Minority-and Women-Owned Business\nEnterprise (M/WBE) contracting opportunities\, workforce development\, prevailing and livable wage\nobligations\, community support\, public art\, and design & placemaking. \nAbout the Triangle Project\nThe Triangle is a 65-acre\, triangle-shaped piece of land on the southeast side of the future National\nWestern Center campus. The project represents phases 3-8 of the National Western Center Master Plan\nand will create a mix of uses to serve local neighborhoods\, and create jobs over the next 30 years and\nbeyond. Through a public private partnership (“P3”)\, the City will select a developer to design\, build\,\nfinance\, operate and maintain public City buildings within the Triangle including: \n• restoration of the 1909 Stadium Arena and redesign into a new\, public market;\n• construction of an exposition hall;\n• construction of a new\, mid-size arena for the National Western Stock Show rodeos\, concerts and\nother year-round entertainment events; and\n• environmental clean-up of parts of the site and construction of infrastructure to support and\nconnect the campus to surrounding neighborhoods. \nThe Triangle project will complete the NWC campus while helping to activate it with a mix of uses to\nfurther serve local neighborhoods and create jobs. SUMMARY:Public Meeting: NWC Triangle Project Update
DESCRIPTION:Hello GES residents\, neighbors and friends\, \nThank you to all who have participated to date in the procurement process for a public private\npartnership (P3) developer to build the National Western Center phases 3-8\, known as the Triangle\nproject. Over the past few months we have worked toward creating a public review process for the\nTriangle equity package to directly integrate community interests into the project’s requirements. This\nlevel of collaboration is new and innovative among projects of this type nationwide\, and we have been\ngrateful for your honest participation. This recent work in 2020 built on nearly a decade of progress as\nthe city\, its partners and the local community have pursued redevelopment of the National Western\nComplex\, with an eye on transforming it into a year-round\, urban hub for food and agricultural\ndiscovery. \nThe National Western Center Master Plan\, adopted by City Council in 2015\, outlined eight phases for the\ncompletion of the campus. Phases one and two of the project are currently under construction. The\nTriangle P3\, as it was envisioned\, incorporated the remaining phases 3-8 and included the design\,\nconstruction\, and financing of a new approximately 10\,000 seat arena\, an expo hall\, rehabilitation of the\nhistoric 1909 Building to include a public market and other supporting public infrastructure\, like roads\,\nparking\, and bridges. It also included the long term operations\, event programming\, and maintenance of\nthe public facilities\, and sought to fully-integrate a community-informed real estate development on the\nsoutheast side of the campus. \nAfter careful consideration\, the city of Denver has decided to delay the current procurement process\nfor phases 3-8\, the Triangle project. A delay is appropriate because of the economic impacts from\nreduced tourism tax revenues due to COVID-19. Current construction on phases 1 and 2 of the National\nWestern Center project are proceeding. We look forward to pursuing completion of the campus under\nmore favorable economic conditions\, as well as making adjustments to ensure equitable participation in\nour community engagement process. \nCOVID-19 presents a challenge unlike anything we’ve ever seen. We realize Denver’s communities\ncontinue to be affected by its impacts in many ways\, and that the economic effects are just one piece of\nthe challenge for many. \nContinuing in our commitment to transparency\, we are sharing a letter that was distributed to the two\nproposing project teams this morning. \nWhile we are uncertain of when and how the Triangle procurement will resume\, our work together over\nthe past few months has been well documented and will be utilized. The next phase of community\nengagement will be well informed by what we’ve learned together through this process.
